for 6 ciphers and 2 slots that would be 43:
you can have 0,0 0,1 0,2 ... 0,6 ; 1,0 1,1 1,2 ... 1,6 ; 2,0 2,1 2,2 ... 2,6 all the way to 6,6. that would make 49 options. BUT since you would only have 1 of each you would have to take away all the doubles, that would be 1,1 2,2 3,3 4,4 5,5 and 6,6. that leaves 43 options
However there might have been multiples of each such as, say, 2 of each. That would result in 4 options per slot. 4^2=16. or there could have been 2 pairs and 2 lone keys making 5 options per slot slots. 5^2=25 minus the two doubles that you cannot have: 23.
Since anything beyond doubles would be useless, the possibilities are as follows:
16, 23, 32, 43
