The stim pack feature actually increases the rate at which you are generating your turn. Normally, you generate a turn at a rate of 100. While under the influence of a stim pack, your rate increases to 120.
If you need 600 to start your turn, you would need 6 ticks (100 * 6 = 600) to start your turn.
Under the influence of a stim pack, you would 5 ticks instead of 6, which is slightly faster. (5 * 120 = 600).
