Hi, I'm stuck at lvl 22 (Chinese). Only 1 quest left and I don't understand how to finish it. It is 'Police Hall All Around The City', says 'officials and police officer are working together to assure public security'. I already have 24 Police Halls covered my city, and what's missing? Thank you
