you beat level 17 by attaching the two cells to the one closest and sending that one against the red cell. Then when the attacking cell reaches near zero, detach on of the connecting cells to go into the attacking cell. Then do it the same with the other attached cell, and repeat quickly until the attacking cell reaches the red cell.
