Regrettably, the Ad engine is something controlled by Kongregate and we don't have any influence over.
If you are receiving messages like "No Ads available in your area" , or "Unavailable" , you can look to this link for advice on how to fix this :

Hi, The ads are still in the process of being implemented, so you may notice they aren't quite performing in the way they are intended. As such, the 2X isn't activated yet, so currently - it doesn't do anything. But, once implementation is completed, when you watch an ad the game will move 2X faster for 4 hours. ~Sad Panda QA
it crashed for me and won't let me place any X's so i refreshed, so now it's a blank tic tac toe board and i can't place anything or do anything and it lags my whole computer
