I'm not rating it low for being a TD game. I'm rating it low for being a BAD Tower Defense game. It is completely unbalanced right off the bat. The amount of starting money is pitiful compared to how many enemies come out at once. They move too fast, and you do too little damage. I was overwhelmed by the 3rd wave.
You either need to decrease enemy amounts, or increase money, because its WAY too hard and frustrating.
Fun, but greatly flawed. It seems to be mostly luck based. Ports close in areas where nothing is seen, your disease is found even though it has NO symptoms. There is absolutely no way of getting into an area when everything is closed off. Even though rats and insects are carrying it. Shouldn't they be able to get passed the border patrol? If a ship is lost out at see and all the ports are closed it stays there. And you lose. They cant live on the ocean forever!
It's actually a step down from Pandemic 1, in ways. It was much more balanced. It's fun for a bit but mostly frustrating. I pray it does not get badges with a condition to win the game.

@Insaneidiot: Your username is adequate for you. Whether he has the permission from the developer or not (which I seriously doubt he does) you are not allowed to upload games you had no part in making. Kongrgate encourages people to mark stolen games and flag them.
A heck of a lot better than some flash RPG's I have seen. It has it's niceties. I like they typing battles. Better than some typing games *cough*TYPING NINJA HUNTER*cough*. The "call battle" button makes random battles kind of moot though >_>
The others are right. You have to have had part in making the game. You cannot just grab random games from sites and out them on Kong. You have permission to add those games to your OWN site. Do you own Kong? I really wish people would read the dang rules once in awhile.
While a few of the differences are EXTREMELY subtle, it works rather well. The art is gorgeous, even though it doesn't have that same specialness as the first one. Still good.
It's pretty good. The physics work well, the control is fine, and the graphics have a nice minimalist look to them. The music is real funky but it's a bit repetitive and grates on your nerves after awhile. And level 5 was purely stupid frustration. Lose the wind and add bumpers or something >X(
