Outsourcing removes the robots assigned to it before rewards resulting in lower rewards.
Doh! That's on the bug list. Also, Outsourcing is probably going to get a design tweak. It's a little too good I think without the intended downside (especially with the current slow start issues). (NOTE: just uploaded 1.0.21 which fixes this)
