Why can't I open market 5? I have all the items from all the other markets [including secret], my guild level is 53, and my guild quest is to sell something in market 5! What does the 15 refer to??
StephenT62 - go into office and see if you can but a permanent upgrade. Also in "Popularity" make sure you are using your highest city possible (should be town 3 for you)

Possible bug - on making a new city my pay day is less than my bank account (negative number in fee that says 0?). This actually made me "loose" an upgrade where suddenly I didn't have enough in my bank account after a reboot
