There is a glitch with Cassie's level where you have to work at "Hunting"
I have everything else she requires, and even though I am currently working in hunting she isn't allowing me to level her. :(
Have you only unlocked it? I think you have to have worked at Hunting for a bit for it to register as completed. Let me know if that doesn't solve it :)
