4/5... would have been 5/5 but the grinding to ally status in the last part of the game is redicuously long. if it was to 2000 that would make it more feasible, but to 2500, thats 100 more extra kills (doubles amount of extra kills needed after quest completion)
if you are having trouble, be aggressive and don't attack neutral bubbles. ATTACK THE ENEMY BUBBLES!!! This makes them waste their army on your army and the neutral army.

tip: when leveling up guns with harder to find ammo (revolver and rocket), play act 3 and act 4(so revolver ammo drops). you will kill these enemies in 1 hit at tier 4 with the revolver (except for the demons). Do not waste revolver and rocket ammo on bosses if you are trying to level them up. only earns .2% exp for the gun
lol... decided to start with 4 officers. was working very well: I advanced a few screens, set up a trench+sandbags, had a medic and engineer, had a frenchie out front. Then one airstrike comes in and drops a big bomb right on my force, instant KO. oh well, there's luck for ya.

2) To everyone out there who think this is an epic fail and that the computer cheats: you are a noob at this game (I once was) and you need to take some time to learn it. Its difficulty curve is steep at first. play the game til you rank up once and you will see what i mean.
Anakasha = Sin City + tactical assassin + story. Great game. great story and plot. best sniper game I've played so far (better than the TA series for sure). This game I recommend to anyone looking for a good sniper simulation, although its quite graphic. ITS NOT FEMINIST.
this game made easy: start with ninja or forest girl (most starting int) and just upgrade patriotism, intelligence, and art of war to max. Buy a lot of units at first (30-50) before you take your first town (dont need to be max level). snowballs after you capture your capital, avalanches when you get access to black samurai/forest heroes
