Prior to the major update we pushed to the game, the first talent points you were awarded required you to put a point into the active spells. So you couldn't put a point into one of the passive talents that affected an active spell. However, based on user feedback, we removed all talent tree restrictions and thus you're able to place your talent points wherever. So, obviously there's no point in putting a talent point into a passive talent that upgrades an active one if you don't have any points in said active spell! All active (ones that you control from your hotbar) talents are in the 3rd column of each talent tree, so verify that you have the active talent invested in before investing in a passive that affects it!
