get as many guys as possible (I recommend the people at fort goks they're excellent snipers) give the good snipers sniper rifles and the bad snipers explosives or powerful short range guns. Then all you have to do is storm the base. Make sure you protect your valuable men because once they die, they're gone forever.

Samster- Easy just follow the prescribed trade route from the Sheriff, follow that until you make 10k, but if for some reason you don't make 10k and the economy dries up, buy shoes and sell them to cities in the north
If you're still in the three city route, my strategy was to find shoes at there lowest price ($21) or near to it and find a city that would buy them for more, if there are no takers then go to okaidi or that other city to the north, they will buy them for alot
