Caesary gave that to every player as an apology for the security loopholes in the game, and for it being taken down for a day.
IF! I repeat, IF! Selling items would be possible, you'd probably only be able to sell them for 1/20 of what they cost to buy, and that you wouldn't be able to sell Bugles.
if you think 1/20 is ridiculous, it isn't. The Devs still want people to buy gold, and if they made it any lower than that, no one would bother.

it isn't strange that 2 new servers popped up, people were complaining endlessly that the servers were too full, and that they should delete inactive people, blah blah blah.
