I think you might have to save game before you can get badge. Cause I finished game before badge and saved just in canse there was a badge and it gave it to me and I didnt even need to load it! lol

The other sniper is in the window, use the berret(not berreta) on bottom right window on one building. Also I have kille dsnipes but can finish mission!
