eh ok if COULD of been made by Jiggmin, but it doesn't really seem like somethig he would make in the middle of everyone wanting PR3 and Neverending Light 2 and 3. Tips: Get some massive hail (size 40 for instance) and get it up to the Effingsphere and let it fall. You get mass destruction and its funny ^_^
