It's a question of crystal management - while microupgrades give you short-term benefits, modifications suggest long-term value. You need to consider costs for both options and choose your own way of development ;)
Hello cxxccxxc! Usually Tankers get their skills in fierce battles with other players. That's a kind of Spartan approach, we know :)
However, practicing in empty rooms is possible if you have a PRO battle pass. Having it you can choose game's settings, one of which is Private battle. You can get the pass in daily gifts, or purchase it for crystals.
