the only reason people use popo is his slingshot, its basicly his pain move, he has almost nothing else to back himself up, and his pain move is still only 60 percent hit.
Also, CC's hypno is getting lowered to 5 i think next patch

Alot of the balance issues were addressed in the latest patches. If you still have complaints, goto sirlin.net and post on the forums. Really, every card is good if you know how to use it right.
