at the beggining they put massive fleets, but then, if you have the patience to lose 10~15 times the next ones are quite easy to defeat; I think they messed up with the initial setting by putting everyone on the same lvl as the ones in the leaderboard; but once the system recognize your fleet power, it match you up with those of the same lvl
