1) why nuke his own city, this is even exaggerated for the power of a president.
At least, Martial law can replace Atomic bomb
2) lack interactive(1), citizen should petite to close border, airport, asking for masks if the infected rate of that state is very high.
3) lack interactive(1), hospitals may forced to closed if the infected rate is high in a state, due to the panic of the medical staffs.
4) add more function: add roadblock, media to educate people to do more protection.
Hint 1:
Train mass ranged units (Archer Eagle hunter) for defend.

For occupying the lands, wait until the land level is 3 or less
