Hi dannyboyII! Thaqnks for playing a reviewing my game. I believe the problems you are reporting are not bugs, my brother ran into the same problems. When you buy an ability, such as efficiency, to use that ability you must click the icon. The ability will then activate. Also, as you progress through the game, the enemies, such as the blue blobs, will have their health increased, thus taking more hits. I am almost certain blue blobs will not take 3 hits when using blue ammo until much farther in the game. I would love for you to retry the game with these things in mind. Thanks for playing!
