Hello Darkbless! Alliance Points (aPTS) concept has no relationship with a settlement's efficiency rating. Efficiency rating affects number of units that might be present in the settlement, as well as unit types. Lasers or Marajuaronesis dragons cannot spawn in level 1 settlements for instance. Tricky part about aPTS is, you need to defeat enemy with few casualties. Lost units' total XP value will be deducted by killed units' total XP value (partially), you the more troops you lose, the less XP, aPTS and Prestige you will get. Especially Prestige is quite sensitive against your casualties.
