I'm stick on the "unlock Zone to built on the base (3 of 4) challenge. I cannot unlock next zone until HQ lvl 10, which I am only HQ lvl 9, and cannot get lvl 10 until a lot farther into the campaign. There must be an issue with this because I cannot finish any of the chapter 12 challenges. (build a 3rd steel factory and 3rd airfield)

The gunshot on the glass is in the wrong square when you open the cabinet up.
