i beat the game without any upgrades :D you just gotta claim as much territory as you can and wait until your numbers increase. after that you attack your enemy with 3 or so nearby cells.
when you start, try to claim as much territory as you can, then wait until each gets to about 30-40+ and swarm one of yur enemy's territories at a time :D
