idle power says it gaind gold even when the game is closed, but i have mine at 14% and it gains me absalutaly nothing even when im on the game, also if this is just an error what does it mean to be 14% of what thoe? + to fix the bug

i turned level 27 (max reqired for best gear) (35 is max number but is no better) and i upgraded stuff to Tier 12, but the gold Dual Uzi's for some reason cannot be upgraded but i know they can why can i not upgrade it?
