In order to get the last badge, go to the most powerful town of each district and do a one-on-one duel with the town champion. Once the champion for each district is defeated, you should get the badge.

Why so much spam?

It should show the game rating when it shows the badges.

I would suggest that the quit button be replaced with a button that says surrender, just for clarification.
