magistro u gotta use the fleet to move the navigator
in other words u have to make him a navigator of a fleet send that fleet to the port and unequip the navigator from the fleet
great gam only negative thing about it is untill you have played it till around level 10 you keep forgeting how to send your fleets out of ports and make new ones

there really needs to be a refueling range for aircraft

and they can only refuel on friendly territory to stop u being able to just send a bomber 3 times around the world
