It would be so much easier if you could close the borders of a state, but it costed an annual fee or something, and you still had a chance of people spreading the flu if they escape, just so its not too easy...
If they make a sequel they should put an "are you sure?" pop-up when you click restart level in case you accidently hit that on day five instead of "resume game" :P
