I just found out that "Potion Efficiency" affect the attributes given by materials either in crafting or forging. example: crafting double white morels potion (by enchanting one of it) will give 80 HP potion (40+40) but if you crafting double white morels potion with potion efficiency +2%, you got 82 HP Potion (41 + 41) this bonus doesn't affect existing crafted potion (your existing 80 HP potion won't be increased to 82, but if you craft a new one, you will get 82 HP potion instead of 80)
