I think, that before anyone uploads a game, they are forced to read a statement about whether or not you should actually upload it, based on the content, like tutorial ripoffs, quizzes like this, or stolen games.

This is not limited to notepad, and is not "notepad scripting" its VBS (Visual Basic Script). You can create .vbs files in any text editor.
