ohhhh now i get why the big cannons are over powered :) This is a 4th of july game so the americans are suppose to win :)
it seems that the large cannons are a bit over powered. Try increasing there price to 5000 or 10000 :)

if i remember correctly the havok system is automatic and you dont need to press anything to turn it on you just have to have it equiped.

in the unit description you should try adding their movement speed since it seems that some units move faster than others.
