Invest in infrastructure makes no sense. for other options it costs $4000 per pop point, however 6/25000 is around 4160 per point
Just a word of warning, Don't immediatly build tenaments, or else everything will go to crazy.
I have an idea, Turns, Rts is just too hard. Maybe implement a next day button.
