Easy way to get 25,000. Camp by the power ups and wait until you see the lights of ghosts coming to you. Get the power up the kill the ghosts and move on to the next one. Typically there's 2-3 ghosts at each and sometimes 4. Clear out the remaining pellets and repeat on the next level. I had 25,000 by level 3 this way.
