It is actually more of a penalty. The more mana you have, the more time it takes to regenerate mana out of combat and the more mana potions you will need. The Shaman makes up for this with loads of awesome spells though!
Shamans get more penalties as you level up. Scouts on the other hand are the opposite. You start out with a lot of disadvantages such as low health, and end up with some pretty badass skills.
