What I intended to write is that we could choose countries at the beginning of the game and make more than one goverment istead of competing with just numbers from the world list.
The problem with that is that it would require writing infinite different games (not all legislatures work the same) and it would completely fracture the playerbase.
It would be nice to have a space for a secundary set that would not mix with others itens. It would be easier and faster to change from the str to the luck set.
