Wolfwood, you had bad luck. If an enemy soldier is right in front of your soldier, there is a large bonus modifier to the hit chance. Also, your troops could have been targeting someone else, and the concentrate fire button is good for, well, concentrating fire.
You do realize that it was Greg's choice to name that badge that, and not the developer's? Don't down-rate a game because of its badges, they don't control them.

I suggest that you reduce the amount of "gimme" locations, like the ones in Ireland, the Korean ones, and Honolulu.
