A pair using 5 would be ridiculous. 2 Pair using 5 would be strategic and logical. Granted, with my knowledge of the ins & outs of Video Poker, it must be illogical. :)) .... though very profitable.
We faced this problem, and we decided to have a different behavior: in the way you suggest the player would have the possibility to remove cards without "using" them.
Think about a simple Pair. The player would remove 5 cards using only 2 of them. Levels would be too easy.
But this is only my opinion.
