@chilese build two blasters after you collected 3 upgrades, each of them as late as possible so you can build an effective collector network before you start to build the reactors. build all 12 reactors before you build more weapons, like the first mortar which goes on a bombing run so you can connect to the south totem. if you concentrate on the economy first, you'll have a near exponential growth. let the first blasters fire as little as possible so you can keep building the reactors without deficit. buid the storage unit when it gets hard to stay below 15 energy without deficit. 2 mortars on bombing run and all weapons built, loaded and attacking before spores attack. be bold! :)
11/8 - 7:05 okay, that feels good :) first try with a double floating point bridge, a spore took out a collector on a main pathway so i had to rebuild it, lots of energy deficit starting the final push, maybe one more reactor is needed and maybe without relays http://imgur.com/a/uqJax
11/8 - 7:59 still far from perfect energy management and far from the effective layout. I had 4 half built weapons at finish, and the energy used to build them was causing a major deficit (around 60) for quite a while at the end. 7:30 might be possible. http://imgur.com/a/c4hOJ

As soon as the mortar is build, let it fire about twice into the north west pool, DISARM it, fill with ammo and send on a bombing walk on the east side to south east, delivering most shots in the broader south east area.
Fill the disarmed blaster with ammo, PAUSE, arm it and fly it into near shallow creeper while also flying the city A LITTLE BIT to the south so you have just enough space on the north edge to build some more structures (reactors, another blaster, a SAM and leave that up there) and start expanding building 2 or 3 collectors to the south by subsequently moving blasters. You only need 2 SAMs against the first spore attack.

After you collected the upgrades fly to the northwest top elevation level. There I have built structures in this order (and this also doesn't have to be the most effective order) - 1 collector, 3 reactors one by one and as soon as energy production was enough to build more than one structure: 1 mortar (you can deactivate it to avoid deficit), 1 blaster (DISARM), 1 reactor, 2 collectors. The last of these collectors was already an expansion on the top level build onto a surface previously covered by creeper, and I did NOT attack the creeper until moving the city a little bit south to shorten all later packet delivery paths.

Start by collecting the ugrades. I upgraded cost first and energy efficiency then, but I don't claim this would be the most effective combo for this map. I only played it 3 times to finish, and of those 3 the first one was only leisure to make the whole map green :) So on my best time of 8:24 there is definitely room for improvement. On this map I never kept the city hovering. I only have sent it to various locations but then landed it every time directly to get more energy.
