I personally don't think it gets tough untill lvl 23. For lvl 17, Move the big stick out of the way, and set the small one tallways underneath the outline. Then place the lag stick longways on top and place the green box in the outline. It make take a little while to figure out how to get the big one out of the way, but it shouldn't take too long.
