The developers has to add all the weapons and make a new money thing that's different to sportsbook. Then they need to add an inventory. This is the reason they give the range of weapons from the default (sportsbook) is the MP5 and Semi Auto Pistol. Go play on sportsbook if you really want to get the other weapons.

Basically anything is available but just really time-consuming and annoying. Buying stuff is for people who can't wait for hours or come back the next day(most people) to see if they can build the factory need to make a tool.
