I can not find a way to unlock the upper half of Carestia. I am stuck. :(

The outcome in the games at the carnival is pretty random. For example on the 1st stand I played without rigging the game and still got some balloons, but after 88% rigged sometimes I manage not to hit a single balloon... Is it on purpose?
