Though I agree that the social contract is not the source of morality, it does adequately account for holding the leader accountable. The social contract stretches both ways, and while the leader holds individuals accountable, the collective rabble also holds sufficient power to overthrow the leader in case of abuse of power.
Socrates' argument against Hobbes is flawed. Though mankind is by nature selfish, he is prevented from breaking the social contract by the fear of retribution from the whole. It is why alliances are more stable the more members they are constituted of.
