To get really high, you need to starslide near the moon. Starslide, press up, starslide, press up, etc. You need to jump off and back on three or four times to get enough speed. Once you fall into the water, approach the surface as horizontally as possible while holding down to tailslide. Jump out of the tailslide immediately and you should rocket up; hold down as you move to grab stars. Once you grab a starslide, press up and then down immediately to jump again and repeat the process. Getting enough slides to hit the restaurant seems to be based completely on luck, unfortunately.

Personally I think the 'bug' about getting stuck in the sandy bottom is actually a feature - imagine a dolphin hitting a sand bank at crazy meters per second - it's not going to just bounce off, yes. ^_^
