How can I have a deficit power system, when I have 120 energy in storage?

So why can I have a huge deficit and have a storage of 120?

Great game. Could add some options such as, some way to see what kind of weapons to use, a way to achieve weapons without picking them up, and that frags explode sooner more then once I died due frags taken to long
