procproc, they are some kind of faction, if you want the pardon of one of them, kill the other several times and don't accept any quest from it that involves killing the other. I prefer the imp, and so everyone does, but the choice is yours. I also never saw the Imp get angry, so I think you may kill him without any harm to his quests, but I'm not sure.
