Community mod is broken. Active 3 and active 2 mean I have a bonus of 5 ap, with the mod I should get at least 2, but it's still only giving me one. What's the deal?

I've never been able to beat the stage 15 boss. This, THIS is the icing on the cake for this game ^.^ It's cute, yet classic. It's actually a game I'd play on the gameboy. Easily a 5/5
