tip: you dont have to deafeat the last judgement gang you can reclaim the city hall and sign the constitution takes 10 days and requires everyone that isn't working on farms or on guard duty ETC ETC so yeah there you go if you would rather do this instead of last judgement gang
@grandmaster you can equip weps and rings and equipment higher than your lvl the thing is you just can't upgrade them until your higher lv. than the weapon
