Seems it doesn't matter how many markets, cities or shrines you currently have but how many you have bought. Started New game plus, had a spare 500000 so I repeatedly bought and cleared a Shrine in one building spot. Ended up doing 22K dmg with a regular hit (no critical) and 120K altogether with an Army of the Undead spell.
Disregard my last comment... For some reason, after 10 wins I got my badge... Still strange though... Thank god I don't have to submit an error report on this issue.
