New Zealand is actually better to start than Madagascar, because the only ships that visit Madagascar are from North Africa and NZ. So as NZ, just do what Nauto said, except after you get four drug resistances, get another moisture resistance and get waterborne if you didn't infect Madagascar yet. Works 100%. Credit to Nauto.
