I think that there should be "recovery" missions. Say you lost a lone survivor on a scouting mission (or any other mission, as long as they are alone), you could send out a squad to try to rescue them.
There would be two percentages on the mission control screen. One of them would be Chance to Rescue. The CtR meter could only go up to 80%, considering that they might be dead. it can be increased by adding more scavengers. The other one would obviously be the chance that everyone returns safely.
Love the game! I just have a few suggestions.
1. Make the eye damaging events less often! I swear, half of my military force is half blind.
2. Perhaps make the fort defense slightly more interactive.
3. And maybe let us manage the dogs, and train them as hunting dogs (to aid soldiers) or perhaps scavenging dogs (to aid scavengers)
4. Allow jobs to manage hospitals and farms as well as the wall. But in exchange, housing is more abundant in each housing unit (apartments or houses) and finding survivors is more common.
couple of annoying bugs, but i found a good one: running low on health? after your next battle, click go as fast as you can when the button appears and then the go button will appear if another battle comes soon, click it and you will skip whatever happened

you go up high to get money and blow up bombs then go down and buy upgrades and blow up more bombs and get higher then come down to buy upgrades...
