Your troops in close combat are supposed to be there. It's not a glitch. It's only natural that close combat is difficult and therefore will take a long time to finish.

To survive an arty blitz wave, you have to build a bunker. When you see the artillery warning, pause the game and let all your guys get into the bunker.

The SIG (Radioman) is probably the SLOWEST of all the units in the game.
